The plural speaker in Quran 19:64 is Jibril speaking on behalf of the angels. It is not Allah referring to a Lord above Himself. This is established by the authentic sabab al-nuzul report in Sahih al-Bukhari and by the wording and context of verses 63-65.

That is Paradise, which We give as inheritance to those of Our servants who were God-fearing. And we do not descend except by the command of your Lord. To Him belongs what is before us and what is behind us and what is between that, and your Lord is never forgetful. Lord of the heavens and the earth and what is between them, so worship Him and be steadfast in His worship. Do you know of any equal to Him?
Quran 19:63-65
In verse 63, "We give as inheritance" is Allah's majestic speech. In verse 64, the wording changes: "we do not descend except by the command of your Lord." That plural "we" refers to the angels, with Jibril as the immediate speaker. Verse 65 then identifies "your Lord" as the Lord of the heavens and the earth, the One to be worshipped alone.
The Authentic Report Explains the Speaker
The clearest explanation is the authentic report from Ibn Abbas:
The Prophet (PBUH) said to Jibril, "What prevents you from visiting us more often than you visit us?" Then this was revealed: "And we do not descend except by the command of your Lord..."

This report shows the setting of the verse: the Prophet (PBUH) wished that Jibril would visit more frequently, and the answer came that Jibril and the angels descend only when Allah commands them. Their delay was not forgetfulness or neglect. It was obedience to Allah's command.
There Are No English Quotation Marks in the Arabic Revelation
The Quran was not revealed with English quotation punctuation. Arabic identifies quoted speech through wording, context, and transmitted explanation. Here the verb "we descend" fits the angels, not Allah. Jibril descends with revelation by Allah's permission, and the angels descend only by His command.
The meaning is therefore:
- Allah reveals the verse as Quran.
- Within the verse, the quoted speaker is Jibril speaking on behalf of the angels.
- "Your Lord" means the Lord of Muhammad (PBUH), namely Allah.
- The verse denies any independence for the angels and affirms Allah's complete authority.
No Contradiction with Tawhid
The objection assumes that the speaker in "we do not descend" must be Allah. But the authentic hadith and the wording of the verse show otherwise. Allah is not saying that He has a Lord over Him. Rather, Jibril and the angels are saying that they descend only by the command of Allah, the Prophet's Lord.
This actually strengthens tawhid: even the greatest angel, Jibril, does not act independently. He comes, goes, and delivers revelation only by Allah's command. The very next verse makes this explicit: He is the Lord of the heavens and the earth, and there is no equal to Him.
